History

The District is a political subdivision of the State of Texas, located in Harris County, Texas. The District was created on November 29, 1976, by order of the Texas Water Rights Commission (presently known as the Texas Commission on Environmental Quality) and operates pursuant to Chapters 49 and 54 of the Texas Water Code, as amended, and Article XVI, Section 59 of the Texas Constitution. The District is subject to the jurisdiction of the Texas Commission on Environmental Quality (the “TCEQ”).

The District is located approximately 18 miles northeast of the City of Houston central business district and entirely within the extraterritorial jurisdiction of the City of Houston. The District is located east of U.S. Highway 59, approximately 4 miles east of the City of Humble, Texas, approximately 1 mile west of Lake Houston, and is bordered on the north by FM 1960 and on the south by Atascocita Road. The District is a part of the Atascocita development, an approximately 5,000 acre master planned community located adjacent to and west of Lake Houston.
